The hit. There are still images across the web showing that Ware's hit was at the shoulders if you're still not convinced.
It also seems that the officials called this penalty after a replay was shown in the stadium. This kind of officiating cannot be tolerated in the Big Ten.

Yeah, it still looks like he came in with his arms and shoulders not his helmet, and hit the Iowa receiver in the shoulder/arm area. It wasn’t a headshot. Oh well.

On the one angle, it sure looks like the Iowa receiver’s head snaps back on contact.
I’m afraid that, if the receiver in fact suffered a concussion, that’s pretty damning evidence in and of itself.
The late nature of the call is pretty aggravating, but it’ doesn’t really change the final verdict.

But I’m pretty sure the receiver did not get a concussion, or any lasting damage at all. Ware led with his shoulders, hit the receivers shoulders first, and was basically penalized for hitting too hard. If you’re going to call that contact helmet to helmet, personal foul, then every lineman has a helmet to helmet personal foul on every play when they’re grappling with each other. It’s just at different speeds.
I don’t want to dwell on this, but damn. If they don’t get a field goal on this drive, it’s a whole different ball game.
