He says that Central Michigan was looking to add 20,000 temporary seats, but it will be too expensive. Instead, they're adding 1,000 temporary suites and 3,000 seats to boost Kelly-Shorts Stadium's capacity to 34,000 for the game.
It's a smart move, trying to maximize the amount of people that come to Mt. Pleasant for perhaps the city's biggest game ever. (Note: I'm not sure why the story lists Spartan Stadium's capacity at 72,000. That's 3,005 short).
